Provide a commercial set of horseshoes or cut some out of cardboard. Spend small group time teaching children how to play and allowing them to practice. Then provide the set during outside time later for them to play.

This is a little like freeze tag. Have one child be the rancher (provide a cowboy hat or neckerchief to wear). Tape off an area to be the corral. Set a timer and see how long it takes the child to round up all the cattle into the corral. Once the cows are in the corral they cannot leave. The last cow to be corralled can be the next rancher.
